Prime Village Alert. I am writing to inform anyone of a recent scam regarding Prime Village Cozumel. As a long time Cozumel traveler ( 20 + years ) I was recently defrauded by Pedro Joaquin Delbouis one of the new owners of Prime Village Cozumel of $ 1,032 as a first months deposit on a long term rental this winter. Last April 2022 I toured Prime Village and met Carlos Gonzalez, a longtime manager of Prime Village who worked for the old owners. Carlos and residents of Prime Village at the time had good things to say about the condos. I usually do quite a bit of due diligence on properties on Cozumel where I have stayed and never had a problem. Being careful, I didn’t transfer the deposit until I had returned to the US. I wire transferred the funds so there was a clear trail of my deposit. Fast forward to last fall when I heard the property had changed hands and that Carlos was no longer employed by Prime Village. I immediately emailed one of the new owners (Pedro Joaquin Delbouis). I was informed that I could elect to either use the deposit as a credit towards a nightly stay or have the deposit returned. I eventually decided to ask for a refund of my deposit. As of now, despite offering to return my deposit Senor Dalbouis is refusing the return my deposit. He is hiding behind his statement that I don’t have a receipt (despite my wire transfer receipt listing the bank and bank account number, date of transfer etc). In closing, I have talked to several other people that have lost their deposits as well. This is a terrible way to start ownership of a nice condo development in Cozumel. Senor Dalbouis has been a long time resident and business person on the island and was even elected Mayor at one time. Anyone considering renting from Prime Village should be aware of these facts.
